Capital Engineering & Research Incorporation Limited (hereinafter referred to as CERI) is the earliest state-level large-scale scientific and technological enterprise engaged in metallurgical engineering consulting, design and engineering contracting business in China. It is an international technical engineering company established through the restructuring of Beijing Central Engineering and Research institute of Iron and Steel Industry under the Ministry of Metallurgical Industry, and is also a core backbone subsidiary of China Minmetals Corporation and China Metallurgical Group Corporation.

The starting point of CERI can be traced back to Anshan Iron and Steel Company Design Division established in Anshan on July 16, 1951, as well as 212 Design Team of Iron and Steel Bureau of the Ministry of Heavy Industry established in December 1952. In January 1955, Ferrous Metallurgy Design Company of Anshan Iron and Steel Company and Iron and Steel Bureau Design Company of the Ministry of Heavy Industry were combined to incorporate Ferrous Metallurgy Design Institute of the Ministry of Heavy Industry. In February 1956, the company was relocated from Anshan to Beijing, and in June that year, it was named as General Institute for Ferrous Metallurgy Design. On December 10, 1966, it was renamed as Beijing Design Institute for Iron and Steel Industry of the Ministry of Metallurgical Industry. Later on September 5, 1978, it was again renamed as Beijing Central Engineering and Research Incorporation of Iron & Steel Industry, under the Ministry of Metallurgical Industry, to assist the Ministry in the management of iron & steel technical engineering business. In 1994, China Metallurgical Group was formed with the approval of the state, and Beijing Central Engineering and Research Incorporation of Iron & Steel Industry was incorporated into China Metallurgical Group. In 2001, it was officially renamed as Beijing Iron & Steel Design General Research Institute of MCC Group. On November 28, 2003, CERI, through restructuring, was officially established as a modern technical enterprise with diversified equity. In 2017, the company adjusted its organizational structure and formed a “3+1+1” business division development mode. In 2021, the company set an overall business positioning of “1+2+N” (1 Core + 2 Strengths + N Growths), so as to create a more splendid new chapter.

As the vanguard of “national metallurgical construction team”, CERI has firmly stood in the forefront of China’s iron and steel industrial construction. The company owns many internationally advanced-level specialized products with independent intellectual property rights, including intelligent stock yard, high-efficiency long-life blast furnace, full range of converters, ultra-high-power EAF steel-making system, vacuum refining system equipment, special steel smelting & continuous casting production line, the world's first round billet continuous casting machine with the largest section (φ1000mm), the world's first straight-arc slab caster with the largest thickness (450mm), full line equipment and control for wide and heavy plate production, pickling line - tandem cold mill, the world's first high-speed (120m/min) electrostatic powder coating line, CPE pipe mill with the largest specification (φ219mm) in the world, full line equipment and control for bar production, and 110m/s high-speed wire-rod finishing mill and control.

With the rich experience accumulated in the field of metallurgical engineering over the past 70 years, CERI expands it business scope from the metallurgical field to fields of urban construction and environmental protection, involving municipal works, roads and highways, public infrastructure, buildings and structures, and water utilities, practicing the aforesaid “1+2+N” enterprise development strategy. The company has established the first professional utility tunnel technical research institute in China, and took the lead in developing and using steel-made utility tunnel technology in China, and is at the forefront of developing prefabricated concrete utility tunnel and smart utility tunnel in China. CERI has participated in the construction of national key iron and steel projects such as Baowu, HBIS, Shougang Jingtang, Ansteel and Tianjin Seamless Pipe Plant, and also exported to countries along the “Belt and Road” including Vietnam, Indonesia and India. Currently, CERI has provided more than 500 clients at home and abroad with over 6,500 technical engineering services, and expanded its overseas engineering business to 35 countries. CERI is the main force of iron and steel industry construction in China and an important participant in the export of engineering technologies.

As a leading enterprise in the national survey and design industry, CERI takes technologies as the guide and innovation as the driving force, and is leading in the industry in terms of annual rankings released by the Ministry of Housing and Urban-Rural Development and China Engineering & Consulting Association over the years. The company has established its Technical Research Institute and Information Digital Center, and has obtained 16 R&D center titles at national, provincial and ministerial levels, including “National Enterprise Technology Center”, “National Technical Innovation Demonstration Enterprise”, “National Engineering Laboratory for Flue Gas Multi-pollutant Control Technologies and Equipment”, “Industrial Energy Conservation and Green Development Evaluation Center”, “Metallurgical Clean Production Technology Center”, “National Postdoctoral Research Workstation”, “National Circular Economy Technology Center”, “Beijing Enterprise Technology Center”, “Beijing Cast Rolling Engineering Technical Research Center”, etc. It was also appraised as “National Intellectual Property Demonstration Enterprise” which represents the highest national honor for intellectual property management. Over the past 70 years, CERI has undertaken more than 50 key R&D projects at national, provincial and ministerial levels, presided over or participated in the compilation of more than 320 national and industry standards, won 19 National Science and Technology Progress Awards, 431 Chinese patent awards, and scientific and technological achievement awards at national, provincial and ministerial levels, and nearly 600 excellent engineering design awards at national, provincial and ministerial levels. Moreover, the company has acquired more than 2,000 patents, including over 370 patents for invention. Therefore, the company has made important contributions to the development of the industry in terms of scientific and technological innovation, achievement promotion, and standards and norms formation.

It has cultivated 2 academicians of Chinese Academy of Sciences and Chinese Academy of Engineering, 4 national survey and design masters, 72 experts enjoying the special subsidy of the State Council, 2 national metallurgical senior management experts, and 57 national metallurgical senior technical experts. Currently, CERI has 1 chief expert of MCC Group, 5 chief experts in the specialized technical fields of MCC Group, 5 energy conservation and environmental protection experts of MCC Group, 4 chartered engineers of the Institution of Structural Engineers (UK), 2 chartered architects from the Chartered Institute of Building, 1 member of the Hong Kong Institute of Architects, as well as 1,024 personnel with national certified qualifications of various kinds and 1,333 personnel with titles of professor and senior engineer. The engineers and technical personnel accounts for 78% of the total number of employees. The employee team has a reasonable structure, covering all the needed disciplines.
