Setting a New Industry Benchmark: Inner Mongolia’s First Hybrid Independent Energy Storage Power Station Operates Commercially and Stably for Nearly a Year, Delivering Replicable "CERI Experience"

By the end of November 2025, the 100MW/400MWh energy storage power station project of Guozhong (Alxa League) Energy Co., Ltd. — Inner Mongolia Autonomous Region’s first large-scale hybrid energy storage power station, constructed by Capital Engineering & Research Incorporation Limited (hereinafter referred to as CERI) — has achieved over 330 consecutive days of safe and stable operation, with cumulative discharge volume exceeding 140 million kWh. The project successfully passed project acceptance and final account settlement on June 30. 

Honored as "China MCC’s High-quality Marketing Project of 2024" and a pioneering benchmark in the hybrid energy storage sector in northwest China, this project not only verifies the reliability, advancement and engineering application potential of the hybrid technical route combining lithium iron phosphate batteries and vanadium redox flow batteries, but also establishes the "CERI Standard" for the development, construction and operation of new energy storage power stations through full-life-cycle practice, injecting strong impetus into the high-quality development of China’s new energy industry and the transformation of its energy structure. The project has successfully filled CERI’s business gap in the new energy storage sector, helping the company grow into an important emerging force in the industry, and more importantly, providing a high-quality application scenario for the implementation of new quality productive forces.  

CERI Strategic Leadership: Aligning with Policy Orientation to be an "Enabler" and "Partner" in Green and Low-carbon Transformation  

As one of the second batch of demonstration projects for grid-side independent new energy storage power stations in Inner Mongolia Autonomous Region, CERI has proactively implemented the national "dual carbon" goal and energy transformation strategy, and made a precise layout in the core area of the new energy base in Alxa League. Focusing on the core industry pain point of new energy consumption, the project team tailored a systematic "CERI Solution", providing a replicable and scalable practice model for the regional coordinated development of similar projects. 

 

CERI Technological Innovation: Hybrid Energy Storage + Smart Management and Control, Forging a Reliable Technical Model  

The project adopts a hybrid configuration scheme of 95MW/380MWh lithium iron phosphate batteries and 5MW/20MWh vanadium redox flow batteries. After more than 11 months of long-term operation and grid-connected tests, the advantages of technology integration have been fully demonstrated: the lithium iron phosphate battery system has a response time of less than 200 milliseconds with qualified power quality, perfectly adapting to the high-frequency frequency regulation demand of the power grid; the vanadium redox flow battery maintains a 100% capacity retention rate after over 600 charge-discharge cycles, fully verifying its long service life feature. The two technologies work in synergy to achieve precise response to various regulation demands of the power grid. The comprehensive efficiency of the power station remains above 85%, and all performance indicators exceed design expectations, providing reliable empirical evidence for the engineering application of the hybrid energy storage technical route. 

 

Meanwhile, the power station is equipped with a self-developed smart energy management platform by CERI, which integrates an intelligent diagnosis and early warning system and remote centralized control functions, innovatively realizing the intelligent operation mode of "unattended operation with minimal on-site staffing". Relying on big data analysis and artificial intelligence algorithms, the platform can accurately predict power grid demand and automatically optimize operation strategies, improving operation efficiency by more than 30%. It has also successfully given early warnings of multiple potential equipment abnormalities, avoiding losses from unplanned outages. 

This integrated experience of "hybrid energy storage technology + intelligent management and control platform" provides core technical support for the quality improvement, efficiency enhancement and stable operation of energy storage power stations. 

CERI Model Innovation: Becoming a Builder and Innovator of the New Energy Storage Ecosystem  

Adhering to the core service concept of "empowerment throughout the life cycle and escort across the entire chain", CERI has broken the traditional business model, built a distinctive, replicable and scalable service system, and developed full-process closed-loop service capabilities.

This achievement is underpinned by the solid support of "CERI-style" construction experience. 

Through process innovations such as modular design and parallel construction, coupled with penetrating procurement management and whole-process visual management and control, the project ensures efficient supply chain collaboration, accelerates equipment delivery and realizes seamless connection of various specialties, achieving both quality and schedule targets under extreme conditions. This move not only highlights CERI’s core advantages in procurement management and engineering control, but also provides replicable experience for the construction of energy storage projects under extreme conditions, creating a scalable industry example and verifying the market development concept of "site drives market expansion" with practical actions. 

 

CERI Efficiency Creation Paradigm: Business Model Innovation + Dual Benefit Win-Win, Exploring New Profit Paths  

The project has achieved dual breakthroughs in economic and ecological benefits, and delivered replicable efficiency creation experience. In terms of business model innovation, the "EPC general contracting + financial leasing" model has achieved remarkable results through practice: the first disbursement reached 50% of the total EPC contract value, and the collection ratio reached as high as 95%, both setting industry records for similar projects. The project’s investment payback period is 25% shorter than that of the traditional model, and the all-investment internal rate of return reaches 8.5%, exceeding the industry average, with cumulative economic benefits of nearly RMB 60 million. This model effectively reduces the pressure of initial investment and improves capital use efficiency, providing a successful example for social capital to participate in energy storage projects. 

 

In terms of ecological and social benefits, the power station has provided over 600 auxiliary services such as peak shaving and frequency regulation for the West Inner Mongolia Grid, facilitating 140 million kWh of new energy consumption, equivalent to reducing standard coal consumption by 42,000 tons and carbon dioxide emissions by 112,000 tons. Meanwhile, it has driven local employment and industrial chain agglomeration, injecting new momentum into regional economic and social development. 

This project marks that CERI has formed full industrial chain service capabilities in the new energy storage field, covering planning and design, engineering construction and operation management. As a groundbreaking project for Inner Mongolia’s energy transformation, it not only verifies the feasibility of the hybrid energy storage technical route, but also creates a new model for the commercial operation of large-scale independent energy storage power stations, providing replicable and scalable "CERI experience" for the construction of China’s new power system.
