Capital Engineering & Research Incorporation Limited (hereinafter referred to as CERI) is the earliest state-level large-scale scientific and technological enterprise engaged in metallurgical engineering consulting, design and engineering contracting business in China. It is an international technical engineering company established through the restructuring of Beijing Central Engineering and Research institute of Iron and Steel Industry under the Ministry of Metallurgical Industry, and is also a core backbone subsidiary of China Minmetals Corporation and China Metallurgical Group Corporation.

CERI is the first enterprise in China with “Three Comprehensive-grade Qualifications and One Special-grade Qualification”, including “Comprehensive Grade A Qualification for Engineering Design”, “Comprehensive Grade A Credit for Engineering Consultation”, “Comprehensive Qualification for Engineering Supervision” and “Special Grade Qualification for General Construction Contracting”. It has a series of national highest-level administrative licenses for planning, consulting, survey, design, construction and supervision of engineering business in iron and steel metallurgy, construction, municipal administration, highway and other industries.

The starting point of CERI can be traced back to Anshan Iron and Steel Company Design Division established in Anshan on July 16, 1951, as well as 212 Design Team of Iron and Steel Bureau of the Ministry of Heavy Industry established in December 1952. In January 1955, Ferrous Metallurgy Design Company of Anshan Iron and Steel Company and Iron and Steel Bureau Design Company of the Ministry of Heavy Industry were combined to incorporate Ferrous Metallurgy Design Institute of the Ministry of Heavy Industry. In February 1956, the company was relocated from Anshan to Beijing, and in June that year, it was named as General Institute for Ferrous Metallurgy Design. On December 10, 1966, it was renamed as Beijing Design Institute for Iron and Steel Industry of the Ministry of Metallurgical Industry. Later on September 5, 1978, it was again renamed as Beijing Central Engineering and Research Incorporation of Iron & Steel Industry, under the Ministry of Metallurgical Industry, to assist the Ministry in the management of iron & steel technical engineering business. In 1994, China Metallurgical Group was formed with the approval of the state, and Beijing Central Engineering and Research Incorporation of Iron & Steel Industry was incorporated into China Metallurgical Group. In 2001, it was officially renamed as Beijing Iron & Steel Design General Research Institute of MCC Group. On November 28, 2003, CERI, through restructuring, was officially established as a modern technical enterprise with diversified equity. In 2017, the company adjusted its organizational structure and formed a “3+1+1” business division development mode. In 2021, the company set an overall business positioning of “1+2+N” (1 Core + 2 Strengths + N Growths), so as to create a more splendid new chapter.

As the vanguard of “national metallurgical construction team”, CERI is firmly standing in the forefront of China’s iron and steel industrial construction. The Company has a number of professional products with independent intellectual property rights and reaching the international advanced level, including intelligent stockyard, high-efficiency and long-life blast furnace, full series converter, UHP electric furnace steel making system, vacuum refining system equipment, special steel smelting continuous casting line, world’s first (φ1000mm) round billet CCM, world's thickest (460mm) straight-arc slab CCM, wide and thick plate full line equipment and control, PL-TCM, world’s first high-speed (120m/min) electrostatic powder color coating unit, world’s largest (φ219mm) CPE push bench unit, bar full line equipment and control, 110m/s high line finishing mill unit and control, and world’s first medium and low temperature waste heat recovery of converter flue gas flameproof type.

With rich experience accumulated in the field of metallurgical engineering for more than 70 years, CERI has expanded its business scope from the metallurgical field to fields of urban construction and environmental protection, such as municipal works, roads and highways, public infrastructure, buildings and structures, and water utilities, and practiced “1+2+N” enterprise development strategy. CERI has participated in the construction of national key iron and steel projects such as Baowu, HBIS, Shougang Jingtang, Ansteel and Tianjin Seamless Pipe Plant, and also successfully exported its technology and expertise to countries along the “Belt and Road” including Vietnam, Indonesia, India, etc. Currently, CERI has provided more than 500 clients at home and abroad with over 6,500 technical engineering services, and expanded its overseas engineering business to 35 countries. It has emerged as a major force in the steel industry construction in China, playing a significant role as an important participant in engineering technology export.

As a leading enterprise in the national survey and design industry, guided by technology and driven by innovation, CERI is leading in the industry in terms of annual rankings released by the Ministry of Housing and Urban-Rural Development and China Engineering & Consulting Association. The Company has a technology research institute and an information digitalization center, and has been recognized as 18 national and provincial R&D centers such as “National Enterprise Technology Center”, “National Technological Innovation Demonstration Enterprise”, “National Engineering Laboratory of Flue Gas Multi-Pollutant Control Technology and Equipment”, “Evaluation Center for Industrial Energy Conservation and Green Development”, “Metallurgical Cleaner Production Technology Center”, “National Postdoctoral Scientific Research Station”, “National Circular Economy Technology Center”, “Beijing Enterprise Technology Center” and “Beijing Casting and Rolling Engineering Technology Research Center”. Over the past 70 years, it has undertaken nearly 100 national and provincial key R&D projects, presided over or participated in the preparation of more than 390 international, national and industrial standards, won 21 National Science and Technology Progress Awards, nearly 600 China Patent Awards, national and provincial scientific and technological achievement awards, more than 770 national and provincial excellent engineering design awards, etc. It has obtained a total of more than 3,100 patent authorizations, including more than 630 invention patents and nearly 500 computer software copyrights. It has made important contributions to the development of the industry in terms of scientific and technological innovation, achievement promotion, standards and specifications.

It has successively trained 2 academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering, 5 national survey and design masters, 90 experts enjoying the special allowance from the State Council, 4 national senior metallurgical management experts and 96 national senior metallurgical technical experts. At present, it has 1 chief expert of MCC, 7 chief experts of MCC in the field of professional technology, 3 experts of MCC in energy conservation and environmental protection, 4 chartered engineers of the Institution of Structural Engineers in the United Kingdom, 2 British royal chartered builders, 1 member of the Hong Kong Institute of Architects, 1 national technical expert, 1,437 personnel with various national registered practicing qualifications, and 1,668 professorate senior and advanced engineers. R&D and scientific and technological personnel account for 64% of the total number of employees, and the engineering technicians account for 86% of the total number of employees.
